This past May, MassBudget launched our PolicyTALKS series - deep dives into public policy issues facing Massachusetts today. We’re proud to have brought together legislators, researchers and community partners for a rich, robust conversation about Corporate Fair Share and the potential for GILTI to bring millions in annual revenue to the Commonwealth. I’m so grateful to the more than 75 people who joined us, both in-person and online.
I’m writing today to invite you to our next event in the series - happening Tuesday, September 16. This time, we’ll be exploring state revenue from cannabis and gambling. Though these are somewhat new topics for MassBudget, analyzing revenue and how it’s being invested to build a more equitable Commonwealth is nothing new for us.
Through discussions with two expert panels, we’ll learn how these industries contribute to the state budget, where that money is spent, and most importantly, how that aligns with the goal of building a thriving Commonwealth for all. I’m thrilled to share that we’ll also be releasing two new reports to accompany these discussions!

Show me the Money - Cannabis (9:00 am - 10:30 am) Nearly a decade after Massachusetts voters legalized recreational cannabis use and sales, we explore the state and local revenue and spending from cannabis sales. The panel will discuss where the revenue is coming from, where it's going, and if and how it is promoting equity.
Payouts and Risks in Massachusetts’ Gambling Revenue (11:00 am - 12:30 pm) Massachusetts casinos, the Lottery, and sports betting generate significant public revenue. MassBudget Policy Director Phineas Baxandall will present new research looking at how public investment of gambling revenue has evolved over time, who pays these dollars, and how current systems impact disparities of income and race. A panel of experts will then discuss the implications and the path forward.
