Asian Texans for Justice Condemns Passage of SB 17 as Xenophobic Policy

Austin, TX — Asian Texans for Justice (ATJ) strongly condemns the passage of Senate Bill 17, which now heads to Governor Abbott for signature. The bill, which restricts land ownership rights based on nationality, is a discriminatory measure that revives decades-old anti-Asian laws and stokes fear against immigrant communities.
SB 17 specifically targets visa holders from countries including China, Iran, North Korea, and Russia, barring them from owning property in Texas—with few exceptions. Though a narrow amendment was adopted to allow these individuals to purchase a primary residence, the bill still prohibits them from owning any other property, including a small business or second home.
“This bill is rooted in xenophobia and racial scapegoating,” said Lily Trieu, Co-Executive Director of Asian Texans for Justice. “It undermines the values of fairness, opportunity, and democracy that Texas claims to stand for. Our communities have seen this before—from the Alien Land Laws of the 20th century to the incarceration of Japanese Americans—and we refuse to accept it again.”
Over the past year, ATJ mobilized thousands of Asian Texans to oppose SB 17 through testimonies, rallies, phone calls, and organizing efforts. The community response was overwhelming—and deeply personal.
“This legislation has caused real harm,” said Trieu. “It’s already instilled fear in immigrant families who have made Texas their home. The emotional toll is something our state’s leaders have chosen to ignore.”
SB 17’s passage comes as the AAPI community continues to face heightened racism, anti-immigrant sentiment, and political scapegoating across the country. Texas is home to over 2 million AAPIs—the fastest-growing racial group in the state—and data shows that AAPI Texans are increasingly civically engaged, with 84% reporting strong motivation to vote in 2024.
“We will not be silent,” said Trieu. “Asian Texans will keep showing up—at the ballot box, in our communities, and in the Capitol. We will remember who stood with us and who stood against us.”
