Advocacy Update:
Preservation Bill Delayed for Further Review

On Thursday, December 4, the Conservancy’s Conservation and Easements Manager, Krista Gebbia, testified before the Philadelphia City Planning Commission to express the Conservancy’s concerns about Bill No. 251030. The Conservancy urged the Commission to delay its review by 45 days to allow time for clearer enforcement language and meaningful collaboration with preservation advocates, community groups, and City staff.

The Conservancy’s testimony was part of a strong showing from preservation stakeholders across the city. Representatives from organizations, including the Preservation Alliance for Greater Philadelphia, Chestnut Hill Community Association, SoLo/Germantown Civic Association, Historic Germantown, and other Northwest preservation groups, including The Keeping Society, along with architectural historians and neighborhood advocates, also provided public comment opposing the bill as written.

The Philadelphia City Planning Commission voted to support its staff's recommendation of a 45-day hold, giving time for additional discussion, technical review, and stakeholder engagement before any further action by City Council.

You can download the Conservancy’s full letter submitted to the Commission by clicking on the button below.

During the 45-day review period, the Conservancy will continue coordinating with preservation organizations, civic groups, and City staff to evaluate the bill’s technical impacts and contribute to discussions on potential amendments. We will remain engaged with Councilmember Squilla’s office and the Planning Commission throughout the next steps.
