NEW - PANO's 2026 Advocacy Priorities & Strategies
As the statewide voice for Pennsylvania’s nonprofit sector, PANO advances a public policy agenda that strengthens nonprofit capacity, protects essential public funding, and promotes charitable giving and workforce sustainability. And just last month, PANO's board officially voted to adopt the following set of advocacy priorities for 2026:
Protect and Restore Public Funding for Nonprofit Services
Strengthen Charitable Giving and Philanthropic Incentives
Strengthen the Nonprofit Workforce
Increase Nonprofit Capacity and Reduce Administrative Burden
Promote Civic Engagement of Nonprofits as Keepers of Our Democracy

On June 10, PANO joined nonprofit leaders from across PA as well as our colleagues from other state nonprofit associations in Washington, D.C. for a day of advocacy, coalition building, and productive conversations with members of Congress. Through meetings on Capitol Hill and engagement at a national conference, PA's nonprofit community made its voice heard alongside partners from across the country.
With federal funding cuts mounting, HR 1 threatening to reduce charitable giving by $5.7 billion annually, and growing federal scrutiny of the nonprofit sector, the timing could not have been more critical. PA nonprofits employ 15.7% of the state's private sector workforce and contribute nearly $140 billion to Pennsylvania's economy — and legislators heard directly from the leaders making that possible. Thank you to everyone who participated!

⚠️REMINDER: File PA's New Annual Report by June 30! ⚠️
Last year (2025), a new filing requirement went into effect for all nonprofit corporations formed in or doing business in the state of Pennsylvania. This new annual report must be filed by June 30 every year, regardless of whether any officers have changed. You can file in just three easy steps:
Go to hub.business.pa.gov. Login or register a Business Filing Services (BFS) account, then click "Complete Annual Form."
Cause(s) for Celebration - Pride Month & Juneteenth!
There are a lot to reasons celebrate in June - not only is the official start of summer right around the corner, but it's Pride Month AND today, June 19, is Juneteenth. While Pride Month, dating back to the 1969 Stonewall Uprising, honors the LGBTQ+ community, and Juneteenth honors the day in 1865 when all enslaved people in the U.S. were finally freed, they share similar "origin stories". Both historical milestones mark moments rooted in resistance, resilience, (delayed) liberation, and the demand for basic human rights.
Today, nonprofits all around the country host opportunities for their communities to stand alongside them in celebration of how far we've come and in solidarity for all the civil rights work we still have ahead of us. Search online or ask your local nonprofits how you can get involved - attend events, make a donation, volunteer your time, educate yourself on issues that matter most to these movements, add your voice when they need your support. Most importantly, go forth and celebrate!

PANO’s Group Membership option allows organizations with multiple partners or branches - e.g., library systems, districts, associations, etc. - to join together at a 50% discount. In the last two months alone, we’ve welcomed two new group members (hello, Luzerne County Libraries and Bucks County Library District)! Here's how it works:
Must have at least 10 participating orgs, including the parent org, to be eligible.
Membership dues for each org (parent org included) are calculated based on operating budget - then cut in half!
Once enrolled, all participating orgs receive full PANO member benefits.

Q: I heard in a meeting recently that there were changes to the rules about what gifts are considered charitable or tax-deductible, butdidn't get a chance to learn more. Is it really that different?
A: For organizations that rely on contributions from individuals, there have been some significant changes to regulations that impact the deductibility of charitable contributions for both "itemizers" (wealthy donors that itemize their tax deductions) and for "non-itemizers" (who take the standard deduction).
These changes are seen to be most beneficial to small dollar donors, as it can help encourage them to increase their charitable giving. As the number and proportion of small dollar donors has decreased since 2000, changes that could help increase giving could also help to democratize giving and philanthropy, shoring up our nonprofits against the outsized influence of large donors.

PANO is diving further into our own internal work to implement some of the recommendations our members made in the Standards for All report, and here’s a few questions we've been kicking around as we digest the amazing gift of honest feedback from our members that this report represents:
Values, Voice, and Belonging: What core values are guiding us as a connector for nonprofits in this moment? How do we live those values by widening the circle?
Nonprofits as Civic Actors: How can we continue to grow our advocacy network and regional partnerships to collectively advocate on behalf of our communities?
Power With:How can we strengthen our efforts to let member voices lead our work in ways that are meaningful, authentic, and move us along the spectrum from community engagement to community ownership?
People Centered Policy and Practice:As we update our own bylaws and other organizational policies, how do we embed the cultural and workplace shifts that will enhance the wellness and human-ness of our staff, boards, and volunteers?
Right-Sizing and Relevance: Through our upcoming Nonprofit Basics cohort, we are launching an intentional effort to serve small nonprofits, creating pathways to excellence for all nonprofits, not just the most well-resourced ones. What more can we do?

NEW Resources from PANO Member Benefit Partner GrantStation
GrantStation offers nonprofits, educational institutions, and government agencies the opportunity to identify potential funding sources for their programs or projects as well as resources to mentor these organizations through the grantseeking process. For many years now, PANO has been grateful to GrantStation for extending to our members access to a discounted annual subscription (at only $139/year instead of $699/year!).
